Parks Crew Leader

The Parks Crew Leader is a key component to managing the infrastructure and natural assets of the parks, recreation and forestry system, as well as other public spaces. The purpose of this skilled position is to oversee construction, maintenance and repair of City parks, facilities, trails, and other city-owned properties. Responsibilities include planning and administering construction and maintenance, managing operations, ensuring safety, developing and complying with standards and conducting and documenting inspections.

The Parks Crew Leader is a working position that is responsible for completing a variety of tasks relating to construction and maintenance with the goal of maintaining and improving the city's parks, facilities, trails and other city-owned properties. The Crew Leader ensures that efforts adhere to city ordinance, codes, policies, and national standards; and works under the direction of the Parks Supervisor. Direct subordinants may include Parks Maintenance Technicians, Parks Grounds Technicians, Parks Maintenance Workers, Part-Time Laborers, contractors and volunteers. May serve as the Parks Supervisor in his/her absence.

Essential Functions

  • Supervises park maintenance personnel as assigned.
  • Supervises the training and use of equipment and tools.
  • Reviews, plans and inspects day-to-day work assignments.
  • Oversee and perform maintenance operations associated with the care of athletic fields (turf and skinned infields).
  • Oversee and perform maintenance operations associated with the care of turf and horticulture.
  • Oversee and perform maintenance operations associated with the care of nature and native plant ecosystems.
  • Oversee and perform maintenance operations associated with the care of irrigation systems.
  • Oversee and perform maintenance operations associated with the care of ponds and BMP systems.
  • Oversee and perform all activities associated with the MS-4 and Integrated Pest Management Plan.
  • Perform all activities associated with general park maintenance.
  • Prepares written and oral reports to superior(s).
  • Performs other duties as required.

Qualifications

  •  Graduation from high school or equivalent.
  • Between three and five years of directly related experience in park and recreation related maintenance and operations. Previous supervisory experience preferred.
  • Must be able to read and write in English.
  • Intermediate experience/skills - operating light and heavy equipment desired.
  • Basic knowledge - plumbing, electrical, carpentry desired.
  • Intermediate knowledge - horticulture and forestry desired.
  • Advanced experience/skills irrigation desired.
  • Advanced knowledge/skills - athletic field and turf maintenance desired.
  • Basic knowledge pool/aquatic operations desired.
  • Intermediate reading skills high school level.
  • Intermediate math skills high school level.
  • Intermediate writing skills high school level.
  • Class "B" Commercial Driver's License desired.
  • Class "A" Commercial Driver's License within one (1) year.
  • Missouri Pesticide License within one (1) year.
  • CPR/AED Certification within one (1) year.
  • Certified Pool Operator or Aquatic Facility Operator designation desired.
  • Certified Playground Safety Inspector designation desired.
  • Certified Sports Field Manager designation desired.
  • L-TAP Road Scholar certifications/designations are desired.
  • NIMS certifications are desired.
  • Excellent interpersonal and communication skills.
  • Excellent organization skills.

Responsible for following all prescribed safety rules and regulations; and utilizing and wearing appropriate safety gear. Follows and upholds City and departmental rules, regulations, policies and procedures. Reports to work free from the effects of drugs/controlled substances and/or alcohol, and free from impairment due to prescription drugs. Maintains regular attendance. The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens).  In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.
